Whoever rejected that is simply ignorant. There is no way that a pump should be considered cosmetic. You need to appeal this until it gets to someone with a little more knowledge.
Let them walk around with one of those things hooked on their jeans and see how cosmetic they think it is!
Flex spending account is your money and there should be know question involving durable medical equipment. I would call and complain ASAP.
