I disagree that most don’t. EMTs are trained to look for ID tags on unconscious people, whether it’s on a wrist, shoe, or neck. They also will check wallets for ID and Medical cards. I have had nothing but good treatment when I couldn’t speak or was confused. Education is the key! Contact your local fire and EMT companies and ask them if they are trained and if not, why not?
