Might not be the case here. In 2014 you will be able to purchase insurance that will be estimated to cover 70% of your typical healthcare costs for as little as 2% of your income. Here's a nice non-partisan article that goes into details
Here's what they would pay based on income for a family of 2:

$20,628 - $412.56
$29,295 - $930.60
$31,020 - $1851.20

If you live in a State that has accepted the Medicaid expansion in Obamacare you will qualify for Medicaid if your income is at or below 133% of the federal poverty level. That means an individual making up to $15,282 or a family of 4 with an income up to $31,322 will qualify.

Georgia has a medical care program for children with chronic medical conditions (T1D included) 0-21 that you should be eligible for!
